The impact assessment of the draft EU Regulation ‘Facilitating Cross-Border Solutions’ (FCBS, also referred to as ECBM 2.0) carried out by the Euro-Institut and Transfrontier Euro-Institut Network (TEIN) under the coordination of the ITEM/Institute for Transnational and Euregional cross-border cooperation and Mobility was officially published on 22 November 2024.

The draft FCBS regulation establishes processes, cross-border coordination centres and better monitoring of obstacles to cross-border cooperation.
The Euro-Institut has analysed the Franco-German border area on the Upper Rhine and in the Greater Region.
Its partners in the TEIN network have carried out a similar study in the following border regions:
Ø Germany – Benelux
Ø Euroregion Neisse-Nysa-Nisa on the Polish-Czech border
Ø Greater Bratislava in the border region Slovakia / Austria / HungaryThe authors have analysed their respective arguments in order to find valid arguments at European level. A final chapter explains the innovations that emerged in the European negotiations on 23 October.
